In 1995, a victim reported that she was sexually abused by Father Francis Wagner in the late 1960s when she was around 11 or 12 years old while she slept in the rectory before a school field trip. The victim reported that Father Francis Wagner touched her all over, including her vagina, and inserted something larger than a finger, which caused her to bleed and be unable to urinate. The victim received a settlement agreement from the Archdiocese in 2017. Wagner was appointed as a pastor of St. Joan of Arc Church in 1963, and a letter from the archbishop to Wagner noted that laypersons cannot regularly reside in the rectory, excluding children, but Wagner has not been listed as credibly accused by the Archdiocese.
